Green building materials products refer to high-quality building materials products with low resource and energy consumption, small ecological and environmental impact, and the characteristics of "energy saving, emission reduction, low carbon, safety, convenience and recycling" in the whole life cycle. The development of green building materials is the main direction of the transformation and upgrading of the building materials industry and the inevitable choice of supply-side structural reform, an important path for the green development of urban and rural construction and the construction of beautiful villages, and a specific measure to implement the major strategic decisions of the Party Central Committee and the State Council on carbon peak and carbon neutrality. In recent years, the production scale of green building materials in China has been expanding, the quality and efficiency have been continuously improved, and the promotion and application have been continuously strengthened, but the level of green, low-carbon and intelligent manufacturing in the whole life cycle needs to be further improved, the social influence and public recognition are relatively low, and the power of project selection and market application is insufficient. In accordance with the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", in order to further accelerate the high-quality development of the green building materials industry, this implementation plan is formulated.
1. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, deeply practice Xi Jinping Thought on Ecological Civilization, based on the new stage of development, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, adhere to the system concept, coordinate the expansion of domestic demand and deepen the supply-side structural reform, promote the green transformation of the building materials industry, and promote the increase of varieties and quality of green building materials. Create a brand, accelerate the promotion and application of green building materials, strengthen support service capabilities, enhance the endogenous force, influence, growth and support of the whole industrial chain, promote the high-quality development of the green building materials industry, and provide strong support for accelerating the promotion of new industrialization.
2.Second, the main objectives
By 2025, the annual operating income of green building materials will exceed 260 billion yuan, with an average annual growth rate of more than 15% in 2023~2025. More than 4 technical guidelines for carbon emission reduction in the building materials industry have been issued, more than 30 characteristic clusters have been cultivated, more than 50 demonstration projects for the application of green building materials have been built, no less than 100 pilot cities have been procured for government procurement, and 6,000 certified enterprises have been certified for green building materials.
By 2027, the level of "energy saving, emission reduction, low-carbon safety, convenience and recycling" in the whole life cycle of green building materials will be further improved, and a number of internationally renowned green building materials production enterprises and product brands will be formed.
3. Key tasks
(1) Promote production transformation and enhance the endogenous force of the industry
1. Accelerate the low-carbon production process. Carry out the promotion of carbon emission reduction technologies in key industries on an annual basis, and release carbon emission reduction technology guidelines for cement, flat glass, building sanitary ceramics, glass fiber and products, wall materials and other industries, and guide enterprises to accelerate energy conservation and carbon reduction upgrading. Encourage enterprises to control resource consumption from the source, improve resource utilization efficiency, and reduce waste emissions. Optimize the energy consumption structure, increase the proportion of renewable energy such as solar energy and wind energy, improve the level of electrification of terminal energy, and encourage the application of alternative energy sources such as hydrogen energy, biomass fuels, and refuse-derived fuels in industrial kilns such as cement. Accelerate the improvement of the level of solid waste utilization, support the use of cement kilns for harmless co-disposal of waste, use construction waste, industrial solid waste to produce new wall materials and recycled aggregates and other products, and gradually expand the use of industrial solid waste in green building materials. With the goal of "zero purchased electricity, zero fossil energy, zero primary resources, zero carbon emissions, zero waste emissions, and zero front-line employees", the "60" factory will organize enterprises to "unveil the leader", carry out technical research and integrated application of energy-saving and carbon-reduction technologies, and build "10" pilot factories.
2. Accelerate the intellectualization of production methods. We will continue to promote the development of intelligent manufacturing in the building materials industry, accelerate the deep integration of the whole industrial chain of green building materials and the new generation of information technology, and promote the intelligent production, large-scale customization and service-oriented extension of green building materials. Accelerate the integration of the green building materials industry and the industrial Internet network system, encourage backbone enterprises to build a networked collaboration platform connecting upstream and downstream enterprises, promote data exchange and identification analysis, and realize resource sharing, collaborative manufacturing and collaborative services. Build a promotion platform to strengthen the exchange of technologies and products that the industry encourages to promote and apply. Select and release a number of typical cases of digital and intelligent transformation in the building materials industry, deepen the digital application of the production and manufacturing process, and improve product performance and stability. Based on intelligent manufacturing, promote the flexible production mode of multi-variety and small-batch green building materials products to better adapt to the needs of customized differentiation.
3. Promote the synergy of industrial development. Accelerate the cultivation of green building materials industry clusters, encourage qualified areas to combine local resource endowments and market demand, adapt measures to local conditions, and develop distinctive green building materials clusters. Support all localities to promote the construction of new industrialized industrial demonstration bases based on green building materials. Encourage the establishment of green building materials parks for coupled development in areas where industrial solid wastes such as tailings, waste rock, waste residues, and industrial by-product gypsum and agricultural and forestry wastes are concentrated. Guide building materials enterprises to play the role of "urban environmental purifier", do a good job in the collaborative disposal of construction waste, domestic waste, and hazardous waste, and support the city's emergency disposal needs. Cultivate comprehensive green building materials enterprises with strong core competitiveness and great driving effect, and give full play to their leading role in product innovation, technological research, factor aggregation, upstream and downstream cooperation, and ecological construction. Strengthen the gradient cultivation of small and medium-sized enterprises, support the construction of single champion enterprises in the manufacturing industry in the fields of wall materials, decoration materials, waterproof and thermal insulation materials, and give play to the role of innovative enterprises.
(2) Implement the "three products" action to enhance the influence of the industry
4. Carry out variety cultivation. Promote the upgrading of building materials products, accelerate the low-carbon and product-based development of basic raw materials such as cement and flat glass, the composite and lightweight development of building materials such as wall materials and insulation materials, and the functionalization and assembly development of decorative materials such as wall coatings and decorative plates. Focusing on the needs of low-carbon, zero-carbon and carbon-negative projects and green and low-carbon construction, we will develop new green building materials such as new low-carbon cementitious materials, phase change energy storage materials, carbon sequestration materials, and all-solid waste cementitious materials, so as to improve the versatility of part-made building materials. Focusing on the needs of urban renewal and renovation, renovation and renovation of old houses, we will develop partialized and functional green building materials products suitable for different application scenarios such as prefabricated decoration, sponge city, underground pipe gallery and ecological environment restoration. Focusing on the green and low-carbon construction needs of rural housing, we will develop green building materials with high cost performance and in line with regional consumption habits.
5. Promote a strong foundation of quality. Encourage enterprises to establish a whole-process control and quality control system to meet the production of green building materials, carry out advanced standard benchmarking, strengthen the construction and management of enterprise laboratories, strictly standardize production processes, and comprehensively improve product quality. Promote enterprises to carry out quality management ability evaluation, and encourage enterprises to climb to excellent quality. Strengthen the supervision and inspection of green building materials products and production enterprises, disclose the inspection results in a timely manner, and continue to strengthen industry governance. Strengthen product quality supervision, increase the supervision and random inspection of product quality such as cement, safety glass, waterproof materials, and architectural coatings, and strengthen the investigation and punishment of counterfeit and shoddy products. Promote the construction of a grading and evaluation system for the quality of green building materials products, and promote the establishment of a market-oriented acceptance mechanism for quality grading and application classification.
6. Expand your brand reach. Support third-party institutions to carry out brand value evaluation, brand promotion week and other activities, focus on the decoration and decoration materials that consumers are concerned about, compile green building materials brand development reports, and release annual corporate brands and product brands for consumers' reference. Support qualified areas to create a "national quality brand promotion demonstration zone", innovative models to hold green building materials product exhibitions, scene experience exchange meetings and other activities, to create a first-class green building materials regional brand. Encourage enterprises to increase investment in brand building, innovate brand communication models, build a high-quality service system, and cultivate trademark brands with distinctive characteristics, strong competitiveness and good market reputation.
(3) Accelerate application expansion and enhance industrial growth
7. Promote the application of construction projects. Further expand the proportion of green building materials in green buildings, strengthen the selection requirements of green building materials in green buildings, encourage qualified areas to carry out demonstration construction of green building materials application in combination with zero-carbon buildings, near-zero energy buildings and other building types, and encourage backbone construction and real estate enterprises to expand the scope of green building materials procurement and increase procurement efforts. 8. Deepen the use of green building materials in the countryside. Encourage all localities to create a number of characteristic rural construction service providers suitable for local rural consumers according to the characteristics of rural buildings in different regions, and create a beautiful environment for retaining "nostalgia".
9. Guide green consumption. Innovate consumption patterns, encourage production enterprises to cooperate with real estate, architectural design, decoration and decoration enterprises to provide green building materials product menu, customized application solutions. Encourage circulation enterprises to rely on stores, home improvement enterprises, design companies, online platforms, etc. to strengthen the commercial layout, and organize tours, promotions, promotions and other activities. Encourage e-commerce platforms to set up green building materials product areas, and give preferential policies to enterprises participating in green building materials to the countryside. 11. Improve the standard system. According to the development of the green building materials industry, timely evaluate the implementation of relevant standards for green building materials, strengthen the publicity and implementation of mandatory standards for cement, flat glass, waterproof materials and other products, and formulate and revise the evaluation standards for green building materials. Improve the standard system for the use of solid waste in green building materials. Improve the standards of testing methods and compile manuals for products such as decoration materials. Accelerate the coordinated development of green building and green building materials standards, promote the organic docking of product standards and application standards, accelerate the revision of the "Green Building Evaluation Standards", incorporate the selection requirements of green building materials into the evaluation control items, improve the calculation method of the proportion of green building materials for green buildings, continuously improve the application ratio of green building materials, and expand the selection scope of green building materials for construction projects. Establish a product traceability standard system, focusing on the preparation of traceability standards for cement and other products. 12. Strengthen certification support. Continue to carry out green building materials product certification, and further expand the scope of green building materials product certification catalog. Revise the implementation rules for green building materials product certification and strengthen the training of employees of certification bodies. Strengthen certification supervision and standardize green building materials product certification activities. Improve the public service platform, release relevant information such as green building materials product certification, and accelerate the interconnection and mutual recognition of green building materials product catalogs, green product identification and certification information, and adoption application databases. Encourage all regions to establish a database of green building materials adoption and application in combination with the actual situation. 15. Increase publicity and promotion. Summarize the development experience of green building materials in a timely manner, and fully explore the typical experience and successful cases of various regions and enterprises. Adopt multiple channels and methods to carry out publicity activities such as "60 Green Building Materials Day" and a series of reports on green building materials, widely publicize the industrial policies, standards and norms, experience and practices of the high-quality development of green building materials, and continue to promote the green and low-carbon transformation of production methods and lifestyles, so that the production and application of green building materials have become a conscious action of the whole society.
